AI chatbots are proving to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has stated, issuing warnings about a potential threat to democracy just eight days before national elections.
Study Shows Consistent Bias in AI Suggestions
The four chatbots tested by the authority “frequently recommend identical two parties”, regardless of the user’s question or command, the regulator noted in a analysis released ahead of the late October vote.
For over 50% of instances, the AI recommended either the far-right Freedom party (PVV) of Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.
Some parties, such as the centre-right CDA, “are rarely ever cited”, even when the voter’s query exactly matches the positions of these parties, the study indicated.
Authority Figure Cautions Against Relying on AI Assistants for Voting Guidance
The vice-chair of the AP, Monique Verdier, stated that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that might not correspond to their political views, she emphasized.
“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against employing AI assistants for election recommendations, as their operation is unclear and hard to confirm.”
Election Context and Political Landscape
Netherlands citizens vote on October 29 in an election that will be keenly observed across the continent for the showing of the Freedom party.
The far-right party of Geert Wilders is ahead in surveys but the gap to the left-wing and centre-right parties appears to be narrowing, with numerous electors still undecided.
All major parties have ruled out an alliance with the PVV, meaning the party that comes second is most likely to provide the next prime minister.
Inadvertent Prejudice Linked to Chatbot Functioning
The AP emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
